Senior Program Analyst
Lourdes Miranda serves as a Senior Budget Analyst at NASA, HQ, Business Management and System Support in Washington, DC co-managing the HQs Reimbursables and as Contracting Officer Technical Representative for 4 major contracts. She also co-managed the NASA Sponsored Research and Education Support Services Contract (SRESS) from January 2002 until December 2011.. Services performed under the SRESS contract include support to the process for soliciting and selecting research investigations for NASA funding; logistical support to workshops and conferences for sponsored research and education; and maintenance of an interactive internet site and electronic database that allow for submission and storage of proposals and associated documentation.
Awards &/or Recognitions:
In November 2007, she was one of the recipients of the 2007 HQ Honor Award under the civil/contractor team category for the SRESS (Sponsored and Education Support Services) management team, in recognition for providing excellent quality of services to NASA in support of its research and education programs. In November 2005, she was awarded the NASA Acquisition Improvement Award (AIA) for her exemplary efforts on the Sponsored Research & Education Support Services (SRESS) Procurement Team. The AIA is the highest Agency acquisition award, given only to individuals who provide a significant contribution in the procurement process.
Miranda has also received several recognitions from EPA, CSC, government of Puerto Rico, the University of Puerto Rico, and from the Hispanic community in Washington, DC.
Past Work Experience:
Prior to this position at NASA HQ, Miranda worked in the industry at Computer Sciences Corporation (CSC). There she served as the sole female Senior Member of Advisory Staff for the Vice President of the NASA’s Consolidated Space Operations Contract (CSOC) at the NASA Marshall Space Flight Center in Huntsville, Alabama.
Miranda also worked for 10 years as Program & Budget Analyst for the United States Environmental Protection Agency (USEPA) in Washington, DC developing strategic planning analyses and formulating the President’s Budget. She served as an Executive Officer at the Puerto Rico Governor’s Office in La Fortaleza. She also was the President and co-founder of the National Society of Hispanic MBAs, Washington DC Chapter.
Miranda earned a PhD in Applied Economics and Public Management from the University UNED, Madrid. She earned her Master Degree in Public Administration from the University of Puerto Rico.
