Research and Program Management
(R&PM) and
Center Full Cost Program Analyst
Ms. Lydia Del Rio is responsible
for planning and managing R&PM for evaluating the effectiveness
of its program efforts, and for the allocation of resources
and funds utilization. She has specialized knowledge of resource
management techniques and budget analysis, and related Agency
and Center policies and procedures. She develops budget plans
to ensure proper integration and coordination of all civil
service pay, travel, and related requirements with the Chief
Financial Office, Workforce and Diversity Management Office
and other center project management staff. She integrates
and assesses total KSC R&PM funding requirements.And she
prepares and presents the Program Operating Plans (POP) to
NASA Headquarters.
Additionally she is the Center's
full cost analyst. She coordinates, communicates, and documents
all Agency team activities. Main responsibilities include,
integration of full cost activities and development and application
of Center General and Administration (G&A) to the full
cost model. Consolidate and analyze Center-wide resource plans
to properly implement full cost plans and support operational
requirements. Use of her programmatic and analytical skills
assist in developing quantitative and qualitative methods
and development, operations and enhancements of automated
resource planning and tracking systems to develop, assess
and execute programmatic and institutional requirements. She
serves as a resource focal point for monitoring and providing
guidance concerning the proper establishment of job labor
codes in conjunction with budget, project, and task requirements.
Ms. Lydia Del Rio is from Hormigueros,
Puerto Rico. She has a BA in Accounting and Business Administration
and a minor Economics from Inter-American University of Puerto
Rico.
